Chart rules state that this could make the album ineligible for chart entry. Universal Music act Ocean Colour Scene has had to shelve plans to charge fans for extra downloadable tracks from its upcoming greatest hits album. Chart rules state that this would make the album ineligible for chart entry. But Universal will still make promotional downloads of rare Ocean Colour Scene tracks available free to fans who buy the greatest hits album. It will be using the IDIL Systems technology that Virgin used for the Embrace album 'If You've Never Been' (NMA 9 August). Head of new media at Universal Rob Wells said the Official UK Chart Company told him that the microsite, offering extra content to people who have bought the record, would exclude the record from the charts if the extra commercial tracks are within two clicks of the microsite. He said the chart compilers wanted to ensure all record releases were made on equal terms. "The problem we have now is with rules and regulations that are 5 or 10 years old. The new media industry is fast-moving. Unfortunately, the music industry is not fast moving," said Wells. Paul Clifford, chart operations manager at the Official UK Chart Company, said that the Universal site wouldn't exclude the record from the charts as long as it didn't conflict with the rules. Clifford said his company permitted Web links to content adding value to a particular record, such as extra tracks for download, but objected to links to generic artist or record label sites, or retail sites. The Official UK Chart Company is owned by the British Association of Record Dealers, representing retailers, and the British Phonographic Industry, which represents the record labels. UB40 are to reward fans for their support with exclusive access to their new album 'Cover Up' . 'Cover Up' is not out until October 22nd 2001 but from Monday 17 September 2001 owners of the band's album 'The Very Best of UB40' can gain access to an exclusive microsite where you will be able to hear the new album up front. By inserting the 'The Very Best of UB40' album in their CD Rom drive they will be able to hear ''Cover Up' pre-release in full and order the new album online via co-branded site HMV. Fans will also be able to enter a competition to win signed album artwork and 21st celebration souvenirs. VIRGIN TESTS CD FINGERPRINTING WITH ONLINE ALBUM PREVIEW Virgin Records UK is to trial a new CD fingerprinting technology which will drive fans to a streaming site of its band Embrace's new album, "If You've Never Been". The promotion is designed to reward the loyalty of previous buyers and also give fans around the world access to the entire album. The CD fingerprinting involves a new technology called CD Rights Detection which allows owners of the band's debut album, "The Good Will Out", exclusive access to the new album streamed in its entirety two weeks before release, and to pre-order it online at a discount. The music can be accessed at the Embrace, Raft or Audiostreet websites among others. Users simply place the band's debut CD in their CD-ROM drive and download a small plug-in to get started. The project is seen as a marketing breakthrough for Virgin UK, which says it's a great opportunity to boost pre-order sales - crucial for high chart positions in the UK. Virgin is contacting Embrace's entire fan base via email, post and over 80,000 text messages, as well as running a PR push. Virgin Director of new media Danny Van Emden said, "its a fantastic way to get to our original fan base. It will contribute to first-week sales, which is important to us. The new marketing method will be used for established artists of a certain size. Embrace's last album sold almost 300,000 copies in the UK alone. Virgin is trialling the technology in conjunction with IDIL, a technology specialist.
